l GUILDFORD is indeed "choked" with traffic (Letters, 12 March) whereas Freiburg is clean and traffic-free. Freiburg is master of its own destiny whereas Guildford Borough Council is limited in what it can achieve on its own. Transport matters, for example, are controlled by the county council and local finance is controlled by government "capping".

Despite this, Guildford Borough Council has just adopted a plan to tackle the problem of poor air quality caused by excessive traffic.
