Haiti's military-backed provisional president, Emile Jonassaint, declared a state of emergency, saying the nation faced 'extreme danger' and possible 'invasion and occupation', Reuter reports from Port-au-Prince. His action followed President Clinton's announcement of new measures to isolate Haiti's military leaders and force them to step down.
