Brussels (AP) - The European Commission recommended the opening of formal talks to let Sweden into the EC. But it said the 12 EC nations must seek unequivocal guarantees that Stockholm will abandon its long-standing neutrality and join the EC drive for common foreign, security and defence policies. Talks are to start early next year.
