BRUSSELS (Reuter) - The European Commission welcomed Luxembourg as the first European Community country to complete ratification of the Maastricht Treaty on European Union.

The Commission's President, Jacques Delors, said the Luxembourg parliament's 51-6 vote in favour of the treaty was a vote for progress in a 'diverse, generous Europe'.
