Heavily armed troops and police fanned out in the Dominican capital yesterday amid opposition charges that the presidential vote was marred by fraud, AFP reports from Santo Domingo. The main opposition candidate, Jose Francisco Pena Gomez, complained of fraud as the incumbent President, Joaquin Balaguer, took a solid lead.
