Dini offers resignation again

Rome - The Prime Minister, Lamberto Dini, last night offered to resign for the second time in 10 days, writes Andrew Gumbel. President Oscar Luigi Scalfaro now must decide whether to reject the offer, as he did last month, open negotiations to form a new government or dissolve parliament and prepare for elections.
