CAIRO - The PLO chairman, Yasser Arafat, and Israel's Prime Minister, Yitzhak Rabin, are to meet in Cairo between 10 and 12 December to 'put the finishing touches' to a draft accord on an Israeli military withdrawal, a PLO official said yesterday, AFP reports. The accord for the withdrawal would be signed on 13 December, he said.
