A COUNCIL has been ordered to pay compensation to the mother of an eight-year-old girl who was allegedly sexually abused in foster care. Patricia Thomas, the Local Government Ombudsman, found Bradford council guilty of 'maladministration and injustice'.
In her report, published yesterday, Mrs Thomas criticised the council for failing to launch an immediate investigation after the first allegation of abuse by her foster father, which was not proved.
On the second occasion, when a teenage boy in separate foster care allegedly abused her, the council made the possibility of more abuse more likely by placing the girl with the same foster parents. The two allegations were made between 1985 and 1988.
