Local authorities are having to perform a "delicate balancing act" to keep community care within its budget, according to a report by the Audit Commission.

Huge differences exist in charges for help and between services from one area to another, says the report Balancing the Care Equation. There was a wide variation in the amount spent on contracting, and eligibility criteria for help was often incomprehensible.
