The European Union is to send a delegation to Iran, Libya and Syria to ask the governments there to condemn the latest wave of Middle East violence and take stronger action against the Islamic militants in their own countries, writes Sarah Helm. The EU confirmed that it would maintain its low-level diplomatic talks with Iran, despite US pressure on the Europeans to sever the links.
