WHILE IT is a good idea to ask Gordon Brown to amend the complex rules relating to tax relief on donations to the arts, a simpler and more effective form of help is available to him: if sales of theatre and concert tickets by organisations which are registered charities were zero rated for VAT purposes, it would amount to a subsidy of 17.5 per cent to serious theatre, music and ballet.
