The head of Spain's anti-drugs campaign, Baltasar Garzon, resigned, dealing another blow to the Socialist government of the Prime Minister, Felipe Gonzalez, Reuter reports from Madrid. He said his decision, announced after Juan Alberto Belloch was sworn in as Interior and Justice Minister, was irrevocable. Mr Garzon, 38, joined the government after the June 1993 elections.
