A meeting of 21 editors and senior staff from every national newspaper rejected proposals for a statutory tribunal to regulate the press. They rejected the view of the Calcutt Report that the press would make no further movement to extend effective self-regulation, and endorsed changes to the industry's code of practice to provide further safeguards against eavesdropping and bugging.
