Blast charges

A man will appear in court in London today charged with conspiring to cause an explosion in France, Scotland Yard said. Rachid Ramda, 26, unemployed, of no fixed address, who is being held under the Prevention of Terrorism Act, was served with an extradition warrant yesterday.
